D. Specific to CD-5 and CD-5D
1. The minimum parking requirements for properties with 5 units or fewer may be exempt from minimum parking requirements in Section 7.1.2.1 with the approval of a Conditional Use Permit by City Council upon recommendation from the Planning and Zoning Commission, in accordance with Section 2.8.3.1.
